David Alexander is a Professor at University College London and a researcher at the Institute for Risk & Disaster Reduction - University College London. He is Chief Scientist at the Global Risk Forum in Davos, Switzerland, editor in chief of the International Journal of Disaster Risk Reduction and a founding member of the Institute of Civil Protection and Emergency Management. The conference sought to problematize disaster risk reduction from a comprehensive, holistic perspective that includes all dimensions of analysis that are relevant to any problem. When discussing the root causes of disasters, David Alexander underlines the importance of the context in which extreme events occur, which should refound the existing models of analysis. This presentation sought to problematize fundamental concepts, placing disasters in dialogue with democracy and capitalism itself, demonstrating that disasters and especially the economics of disasters establish a very deep relation with the structures of power. This is particularly relevant when taking into account some of the current global challenges, such as climate change, environmental change, the current migratory pressure, existing conflicts, and many more.

É Chief Senior Scientist no Global Risk Forum, em Davos (Suíça), editor-chefe da revista International Journal of Disaster Risk Reduction e membro fundador do Institute of Civil Protection and Emergency Management. A conferência procurou problematizar a redução do risco de desastre numa perspetiva abrangente, holística, que inclua todas as dimensões de análise que sejam relevantes para qualquer problema. Quando debatidas as causas fundamentais que estão na génese dos desastres, David Alexander não deixa de sublinhar a importância do contexto em que decorre qualquer acontecimento extremo, algo que deve refundar os modelos de análise existentes. Esta foi uma apresentação que procurou problematizar conceitos fundamentais, colocando os desastres em diálogo com a democracia e o próprio capitalismo, demonstrando que os desastres e sobretudo a economia dos desastres estabelecem uma relação muito profunda com as estruturas de poder. Tal ponto é especialmente relevante se se tiver em contas alguns dos desafios globais atuais, tais como as alterações climáticas, as alterações ambientais, a atual pressão migratória, os conflitos existentes, entre vários outros.
